I doubt that the cabin steward, who works for tips, will rat out the smokers.  And I seriously doubt that Princess will work very hard to assess the fines.  I hope I'm wrong because a smoker, on the suite balcony next door to us, not only completely ruined our use of our balcony on our recent 28 day cruise but also could have burned down our end of the ship when she let her lit cigarette burn a hole in her suite sofa.  The lady hacked and coughed so much I seriously thought she would die.

According to the folks staying in her suite on the following cruise they could still smell her smoke despite the cabin stewards best efforts to Fabreze the entire cabin when she disembarked.

The cabin steward might not be to quick to turn you in but his supervisor surely might & they do keep close check on the stewards work with daily inspections. It'll also be very difficult to hide any smoking come Jan since all cabins & balconies will be non smoking. Just one cigarette being lit will stick out like a sore thumb akin to lighting up in the dining room.
