Does anyone know if Princess ever upgrades  from a Balcony to a Mini-Suite? And what are one's chances of this happening?

Outright upgrades aren't that common in the past few years even since Princess discovered that they can make more money by offering up-sells in their place. It isn't uncommon to receive 1 or 2 before every cruise. (which I always turn down)

I agree.  Princess has largely switched from free category upgrades like balcony to a mini or to a suite, to upsells.  Princess has also greatly raised the price of upsells as well.  BUT in the unlikely event that the upsell price is truly amazing you must grab it FAST.  Can you request an upsell?  Well good luck on that. Likely won't happen.   My experience is you never exactly know if or when an upsell offer will be offered to you by the Princess upsell fairy.  Typically they come out a few weeks before your cruise date.   If your cruise agent is asleep at the switch you may never hear about an the upsell offer.  On the last upsell offers I have received I have declined due to the high upsell price.

Same with us. Their prices for an up-sell are nothing great & to make matter even worse we'd have to change cabin during a B2B cruise.
No thanks at any price.
I'm not sure I would have gone for it if it were a true upgrade.
We HATE switching cabins.
